A general volunteer member is a sincere conservative that wished to align themselves with the Party but do not for personal reasons wish to be a full voting member. 

Volunteer members do become state committee members. In fact, at the time of registration as a Volunteer, the committee addition is automatic.

What do volunteers do? It’s up to them. When registering, there is a comment area where the registrant can reveal what they would like to do in the cause of Conservatism.
